The Rays settled on Jeff Niemann as their fifth starter, with Wade Davis heading to the bullpen. That gives them a rotation of James Shields, David Price, Matt Moore, Jeremy Hellickson, and Jeff Niemann. Without Moore in 2011, the four regular starters above combined for a nice 12.5 WAR. If Moore is as good as advertised, they might add another five to that.
